No,  a two-year Diploma in Education (D.Ed.) or a Bachelor in Elementary Education (B.El.Ed.) is not equivalent to a B.Ed. Special Education. As,  D.Ed. and B.El.Ed. are Diploma and bachelor's degrees, respectively,  focusing on general elementary education (Classes 1-5 or 1-8). Whereas, B.Ed. Special Education is a bachelor's degree specifically designed to train teachers for students with special needs.

Public universites are either funded by State Government or by UGC. The fees in public institutes ranges from INR 5000- INR 10, 000 per year.
