Yes you can go to Germany but you have to learn German language and clear the paper along with GRE to pursue Masters.

Yes, you can take admission in colleges across Karnataka without giving ComedK and CET, but you have to take admission through management quota.

With 30k rank it's tough to get admission in ECE of Acharya Branch, however you may get it in 2nd round or extended round of counselling.
