For Degree course, you have be 10+2. So, I do not see any chance for fresh admission. In designing (skill based courses) Lateral entry not possible.
But, there are Diploma courses and Short term courses which accepts students who have not completed class 12th.

B.Sc Interior Design is a 3-year undergraduate course in which students learn to design comfortable spaces and anticipate people’s needs.
