Gargi College is among top colleges of Du and it itself is like a brand name for College. No doubt ATMA ram is also good. But if get gargi then go for it.

Yes absolutely, you can get into ARSD College for B.Sc maths. It provides some relaxation for girls admission.

You should ask or check on their website that maths is mandatory or not for opting B.Com(h).Otherwise, you can choose B.Com or search for other university which may provide you this course without maths.
