While deciding between colleges within the same bracket or similar reputation, location and branch plays a pivotal role in narrowing down your choices. If you are getting the same branch in COEP and NSIT, then you can choose any one which is close to your home. COEP has got a pretty good reputation and so does NSIT. In terms of city, Pune is much cleaner and safe for girls as compared to Delhi. But the fact that Delhi has got better engineering colleges which are competing with NSIT like DTU, IIIT D offsets the city advantage that Pune has over Delhi. Both these regional colleges have skewed quota towards the in-state students. (NSIT-85% Delhi and COEP- you should have a domicile certificate of Maharashtra) .I personally feel the only drawback of COEP is that it doesnt take out of state students for admission and not widely known outside Maharashtra.If you are getting COE/IT/ECE in NSIT, you can definitely go for NSIT. If you are getting core branches like Mech/EE/Civil COEP would be better choice. FYI, recruiters for core jobs will place both the colleges within the same bracket while for tech related jobs NSIT is considered equivalent to top 3 NITs.Dont compare the placements as they change every year. You need to speak with alumni of both the colleges to get a sneak peak of the college life and placement scenario. The quality of education is the same in most of the tier 1.5 colleges ( assuming tier 1 is the top 10 colleges ) . Irrespective of whichever college you choose the quality of students and college life would be quite similar and it is you who is going to carry the legacy of the college forward. So take advantage of every window of opportunity that strikes your door.
