As COEP is a government college, the admission process is only through the CET marks. They don't take admission through JEE marks.

COEP being a government autonomous college has a slight edge over PICT. However, there's no doubt PICT is amongst the best in Pune, if not Maharashtra.

Yes, you can apply for B.Tech in civil engineering.
I am also pursuing B.Tech in India after completing diploma in civil.

You have to appear for LEET exam. The admission process for diploma holders is ranking wise. But, still, you have to score 90 to 95 percentage for appearing in COEP in final year.
