Branch change after the first year only depends on the college or university in which you are studying.
We can't say university allows you or not.

Yes, you can join, but you should have your class 10th pass certificates, and you can't pursue through distance mode. You have to attend the regular classes, and you have to skip the job.

Yes, you can take admission. As a new Diploma student, your previous Diploma will not give you any benefit. You can only get benefits on relevant branches.

Yes, you can do. But, with this percentage, you won't get a government seat. You can try it in private Colleges.

Dear Abdul, admission is based on centralized admission process conducted by Directorate of Technical Education, Maharastra. In case, your brother fails to clear the test, don't get disheartened. Try for admission in good private universities. They have different criteria for admissions. Some offer admission on the basis of their own tests and some offer direct admission on basis of class 10th marks. Some of the universities also offer scholarships on basis of your performance in class 10th or entrance tests. You can check the details of any of the reputed universities like Lovely Professional University, Dr. C.V. Raman University, Vivekananda Global University, etc. All these universities have wonderful infrastructure and world-class facilities to offer to students apart from good placements. Good luck.
