No. GATE is not mandatory, but if you are thinking to do masters in India, then GATE is the best. Even if you spend a year in preparation, no problem, go for GATE.
Without GATE-
1.Career aspect: First thing you can't get into well reputed institutes like IITs, NITs, and some Govt colleges. When you done with you are M.Tech, the college from where you have done your masters is very important. It matters a lot in initial stages of your career. Most of the private colleges in India for name sake they are providing M.Tech degrees, but they don't have required lab facilities and well qualified faculty too, so what is the use obtaining degree from such universities?
2. Financial aspect:You have take care all financial needs by yourself. If you have cleared GATE, you will be getting stipend of 12400 pm,that too in Govt institutes you will have very less fees. Do you know? IIT Kharagpur tuition fee is 5k per semester, including everything ie food+Hostel+internet+medical etc. it comes out 33k per semester. You wont get such low fees in anywhere in India.
Actually any GATE qualified , if he takes admission through GATE in any AICTE approved colleges should stipend of 12400 pm, but it never happened in reality. You know its all government, no need to explain our system.
My advice, if want to do M.Tech, do it in well reputed colleges through GATE. If you are just thinking to get a M.Tech degree, then do it some private colleges.

In my opinion, opting, Haldia Institute of Technology(HIM) won't be a good option for you. I would recommend you to give one more chance and try to get a good B school or try to take admission in a management oriented institute. Anyways it's your call. Now coming to your question placements and faculties are good. Average package ranges from 2.53.2. As the batch strength is low there won't are many problems to a get campus or off-campus placements. You will get ample of time to prepare for any competitive exam like RBI Grade B or NABARD if you really want to do something out of the box. He will also provide you a various business platform to sell a product to a person. They conduct fests which allows you to expose your talents. Your college life will be awesome. But I will again recommend you to take admission in a Management oriented college which is situated in a metro city or any capital city as it will be beneficial for you in many aspects.

Haldia Institute of Technology started its journey in the year 1996 as the first self-financing and Govt. Aided Degree Engineering Institute in the state of West Bengal,
As compared to other colleges of West Bengal, the scenario is much better(except 1 or 2 other private colleges). You would get a chance to appear in mass IT recruiter companies like TCS, Infosys, Wipro. Recently from last 2 years, Tech-Mahindra is also visiting.The average placement from all the branches combined is approximately 200-250. Apart from that, you would get opportunities for pool campusing. While most of them, like Cognizant Technology Solutions, Accentual and Wipro, are well-known multinationals with offices in various parts of the world, local offices of industrial giants like Haldia Petrochemicals Limited and Indian Oil Corporation also recruit HIT students into their ranks.
Overall you can say it's placement ratio is average.College administration has to work a lot to increase the placement so as to maintain the name of HIT. Freshers enrolling in this college have a lot of faith that they would be placed from here but the things are not like that. Really you have to work hard and have to be smart too to get campus placement because the opportunities are less.
The good part is you would get a good network of HIT alumni and friends who would be there to help you in shaping your future.

In 2017, various core companies recruited students from HIT like Haldia Petrochemicals Ltd., Adani Wilmar, Topchem Cement, Praxair, Wacker, S.G Biogas, IR Chemicals, Oriental Nicco, Chemtex, Voith Paper, Sanmar, and Almal.
Many IT companies mass recruited chemical engineers like Wipro, TCS, Infosys, Tech Mahindra, etc.
Some chemical engineers from Haldia Institute of Technology got a chance to get placed in sales companies like Berger, Amazon, but these two companies recruited students through off campus placements. Off campus placement opportunities are also there but you need to have the patience to get through with them as most of them are willing to recruit after you have completed your final semester. Some faculty members help students appear for an interview through their industry sources off campus.
Well, talking about the placement stats, only 20% of batch get placed in core companies, the rest of the batch was placed in IT companies that are mentioned above and some decided to opt for higher studies.
The average salary package offered by core companies was 3.5-.5.5 LPA and the salary offered by IT companies was 3-3.2 LPA.
If you really want a core job then you have to be among the toppers or else smart enough to face any interview.
