There isn't any Entrance exam this year most probably as it isnt announced in the official website.
Also, no idea if you can get into SRCC, Hindu or Hansraj. It depends on this year's cut-off.

Yes, of course it is only the board percentage which will be considered for the admission process. Apply online on DU official site and wait for the cut-off list.
