Your first preference should be IHM-Delhi, then IHM-Mumbai, IHM-Kolkata, IHM-Patna. But, with this rank in entrance, you can get admission in IHM-Patna only. Other IHMS will be difficult for you.

In this college, there is very less chance to get this much package. You will get INR. 6-8 LPA from here.
