The minimum percentile is dependent on the category one belongs to. The first shortlisting is done roughly on the basis of category for all the students. The academic diversity helps one while calculating the composite score at the end of second round. The composite score is calculated for everyone with extra points for non engineering students. For IIM Lucknow, 5 point weight is given for non engineers this year and for Amritsar, Kashipur and Sirmaur, it is somewhat similar. So if you are a non engineer and you clear the cutoff, you will get a good edge over that engineer with similar profile. But there is not much difference in the cutoff based on academic diversity.

First of all, getting an IIM call depends on a lot of factors other than CAT percentile like number of applicants, seats available etc. Officially IIM Amritsar requires 90 percentile and IIM Sirmaur and Kashipur both requires 95 percentile for a general category student to get a call for GD PI. But in cases with a good academic profile with achievements and/or work experience or academic diversity or an impressive resume, people have gotten calls with 92+ percentile in baby Iims like Sirmaur and Amritsar. The current batch of IIM Kashipur general students have an average CAT percentile of around 97 percentile with majority in the range 96 to 99. Since you have an average academic profile and academic diversity, you should expect a call at 94+ percentile, but then again, the requirements may differ and this required percentile may go up or down. So to stay on the safe side, 96+ percentile will most probably fetch you that call.

There's no cutoff with respect to your graduation scores while applying. So, yes you can apply.
As far as chances of getting a call are concerned, it depends solely on your CAT score.

There are 20 functional IIMs right now in the country. Every year each of them releases their criteria for calling students for GD/WAT/PI rounds. Though academic performance at school does make an impact on a student's chances of getting a call from the IIMs, it is to be kept in mind that it's not the only criteria. One can always make up in other areas like CAT percentile, UG percentage or work experience. As far as weight-age is considered, different IIMs weigh the scores differently while calculating their composite scores for the selection process. Since you are still in the first year of your under graduation, try to score as high as you can in the same and later in the CAT.
Since the criteria are subject to change every year, it's difficult to answer what percentage will be required in the year you appear for CAT.

It depends upon the IIM you are targeting, every IIM has different criteria to select students and give different weightage to the graduation marks. Having said that, if there is a genuine reason why you were not able to complete your degree in time, it can be taken into consideration because there are high chances that even if you are able to crack CAT and sit for an IIM interview this question can be asked. Prepare your answer well. Don't lose hope and start preparing for CAT, the sky has limits. All the very best!!
