Yes, IIM Lucknow is 100% safe for girls in all respects. The campus is guarded fully at all gates. In the 32 years of legacy, there hasn't been a single incidence where girls would feel unsafe.

The minimum cutoff percentile for CAT 2017 for OBC category was 82% with minimum of 77% in each subject. However the statistics do change every year according to the batch and hence are tentative and cannot be predicted.

IIM Bangalore anyday. It has a smaller batch size, is older, better climate, better placements (more offers from consult firms and banks), better faculty, surrounded by startups and MNCs.
Hence, IIM Bangalore hands down.

2) Verbal/ RC- Start reading as much as you can. Read newspaper, novels, magazine etc, this will increase your ability to understand the context. Also, refer to verbal ability and reading comprehension book by Arun Sharma.
After all this, you need to have a good command over vocabulary, for vocabulary you can refer to word power made easy by Norman Lewis.
Also, join test series of any coaching. It will provide you real-time tracking of your preparation.
