I suggest you to go with Kharagpur ECE because than in electrical, ECE has more future job opportunities and also there will be more scope in going for higher studies abroad.

Each programme comprises several core and elective courses, project work and has a faculty advisory to help the students in the choice of academic options for elective courses. Students may be permitted to do their project work in industries and other approved organizations. Admissions to the M.Tech programmes are through GATE. Eligibility criteria for GATE qualified candidates are available on the M.Tech Admissions website. So you have to first appear in GATE exam in respective subject for you wants to pursue the M.Tech course.

No, you are not able to get admission on basis of CBSE board marks. You have give JEE Mains for IIIT and JEE Advanced for IIT.

Don't compare them on the basis of the package. Do whatever you really want to, else after joining wrong course will make you regret whole life. Although I will suggest to for IIM whatever you get, rest is your choice.

It would be approximately rank under 5K for IIT madras. But same cannot be assured for a B.Tech CSE as that is the most popular branch and cut off goes quite high. As an alternative check for some other equally good colleges like ANNA, SAST

IIT Graduates who have obtained a CGPA of 8 and above on 10 are exempted from the CAT score. So your academic profile is good enough for DMS IIT Madras for MBA course. The expected CAT cutoff for DMS IIT Madras for MBA is above 98. Hence, you have to score above this.
