Yes, of course, you are eligible to get admission. In case, you are from open category HU candidate then required percentage should be 87, OHU-88, and OBC HU and OHU 83.

It's a too low score for MBA, and for MBA it is necessary to appear for MBA CET as well. In case you want to get admission through CMAT, the score should range between 98-99%ile to get admission in a good college.

Yes, the college does have seats for J&K students. But on the basis of your marks, you will have to wait till 3-4th round of CAP and I would ask you to visit the college and contact the responsible faculty there for your situation as they will surely consider both of your marks and there are chances for you to get a seat in the last round that is ILS (Institute Level Seats). Usually, these seats are suggested by DTE.

78 percentile is quite low for getting through MMS programme in any of the mentioned colleges. You can try for PGDM course in Indira. Chetna, MET, IES close on higher scores even for PGDM.
