No, not in second year. You can apply when you reach final year, though. Also, if you want, you can pursue D.El.Ed. It is a 2-year course and can be pursued through distance.

You apply for B.Ed but before counselling and admission, your result must be cleared.
If not cleared, then you can't take admission.

Yes, there are numerous options. For distance mode B.Ed education, you can choose IGNOU. If you are an existing teacher, it may help you to appear in entrance exam.
