No you cannot get CSE in IEM through normal counseling. I will encourage you to opt for management quota.
But you can definately get CS in colleges like AOT,MCKV,BPPIMT,FIEM etc .

No, if you belong to a general category. Otherwise, you can go for management quota, and so if you have enough money (INR 10 lacs) they you can go for it. But, I will personally not suggest you to invest that amount money. Rather, I will suggest you to take a drop and give whole 1 year preparation.
