No, not every time, you can take admission in private colleges under WBUT if you are outsider. They may ask for it during admission time if they think it is needed but not for all. Brochure of this college may lead you better. But I think you should apply for domicile in your block. It will hardly take 15 days or a few more.

Yes, the college accepts MAT Score or any other State level or National level entrance test. The fees for the course is INR 5.25 lacs for 2 years. It doesn't include exam fees and the project fees. A minimum of 50% marks is required in Graduation. Final selection of the candidates is based on the CAT/ MAT/XAT any other national level or state level exam score and performance in GD & PI. It's nice to hear that you want to go to IIM, Kolkata but the eligibility there is graduation. You need to complete your graduation first and then only can get admission there. There is no lateral entry for admission in IIM, Kolkata.
