Yes, if you have equivalent Diploma in the same branch which you want to pursue. The admission process however is centralized for entire state and is under ACPC. You have a great CGPA in diploma go through ACPC site.

In my opinion, VIT Vellore is better for mechanical engineering than Nirma University because VIT provides good course curriculum and good mechanical faculty members also.

Sorry, but you will not be able to get into Nirma Unversity with these marks. Though the selection is dynamic and dependent upon the students applying for it and hence changes every year, still the cutoff for CSE/IT is around 2k and the least
