Your cutoff is not bad but the admission is based on your caste based on the cutoff score. To get a good government college, you need to have still higher cutoff or if you belong to SC, ST or MBC then you can get it.

It is very difficult to get CSE at MIT with this cutoff score as you belong to OC. You need to go for any other college if you wish to do CSE. Else, you can try for any other courses at the top ranking colleges.

Yes, you need to write DCET exam conducted in Karnataka and depending on your rank you can select a college.
To my personal opinion, try to get MVIT as it is ranked higher in the lateral entry with a cut-off around 1500.
