Invariably all states have restricted admissions to engineering colleges in their states to domiciles of that state. You are from Odisha and hence I don't think that you are eligible.
But, can I ask a query? There are many colleges in Odisha and almost 35% seats were unfilled last year. What is the hesitation in seeking admission?

Minimum percentage required to get a seat in automobile engineering in Madras Institute of Technology is 50% in class 12 with Mandatory Subjects : Chemistry, Physics, Mathematics. Candidate must have passed 10+2 along with mandatory subjects from a recognised board/university or authority accepted by the syndicate of the Anna University as equivalent thereto are eligible to apply. From this year onwards, TN govt. will not conduct any entrance exam and admissions will be based on marks obtained in 12th. Though one needs to apply online to be included in the process. I am attaching a link that will give you all the required information.

Your query us quite good. A student with Diploma in aeronautical engineering branch will be definitely eligible for admission in lateral mode for graduation in aeronautical engineering branch. Unfortunately problem comes up in the mindset of states. Almost every state has restricted these admissions to students who are domicile of that state. Hence if you do not have domicile of Tamil Nadu, I feel it would be quite tough to get admission in MIT, Chennai. You can refer to the eligibility documents on the website of Anna University.
