Hello Prithvipal,
These days almost every University is offering distance education program. However, IGNOU has no real competition presently. They have centers across India. I suggest you download brochure cum application form, go through it and then decide. About distance education program of Mysore University, not much is known. But I am sure, it must be reasonably good since Mysore University has good reputation.

First complete your degree and then, you can have. A completed graduation is required for that. M.Sc in Mathematics in distance mode is secondary if some institute offers the same.

Most of the professional journalism courses can only be pursued after completing 12th standard. 10+2 passed (from any stream- Arts, Commerce or Science) is the minimum educational qualification required to pursue standard journalism courses.
Some institutes are known to offer Diploma courses to 10th passed students though. The quality and validity of such Diploma courses are questionable. Ultimately, such courses are not very useful, when it comes to finding a job using them.
In short, it is better to complete 11th and 12th standards and then pursue a good (and recognized) journalism course.

You are eligible for B.Sc, but pursue B.Tech rather than B.Sc, because B.Sc is 3 year graduate degree course, while B.Tech is 4 year technical degree course. Since you have done Diploma, you could get admission in 2nd year direct by lateral entry schemes and could pursue 4 year of course only in 3 year. Value of B.Tech is more as compare to B.Sc.
