If you are keenly interested in CSE branch i would suggest you to go for IIIT jabalpur as IIIT are known for its CSE placements, curriculum and culture.

Residential certificate is not required as home state is decided on the basis of from where you did your class 12th. If you did your class 12th from Haryana, then your home state will be Haryana.

No, you can only get that college only but of course you can get other branch of that college in later rounds. For getting other college in next rounds you have to choose float options.
