Do biotech students get time for other activities?
Well, that's up to you. No engineering course is so intense that will keep you engaged all the time. The amount of time you can take out for other activities (e.g. programming, at it seems, in your case) is completely in your hands.
A major portion of students get placed in software related profiles (irrespective of their branch). That is good enough indicator of the coding atmosphere in NSIT. There are a number of platforms through which you can enhance your programming skills:
1) Periodic sessions conducted by societies like IEEE, CSI, etc.
2) Facebook groups
3) On the personal front, use challenges at Codechef, SPOJ, etc.
Other than this, you can obviously get in touch with your peers and seniors for guidance.
I don't have enough information to compare between the coding environment of DTU and NSIT.
Regarding NSIT's placement for Biotech in COE/IT related profiles, I suggest you get in touch with your 4th-year biotech seniors and/or students at Placecomm.

Because average package can fool you, because if a person was selected in Google or Facebook or any other company having a big package that would increase the average by a huge amount(for example a student placed in Facebook with a package of 1 crore would drastically increase average package). On the other hand median is the package of the student who was in middle when students are arranged in decreasing/increasing order of package offered to him/her. So this will be a great help for you guys to understand actual stats of placements more clearly.
NSIT is a tier 1 college ,but that doesn't mean it would be having its average package high only few students gets the brilliant package as last year approx 8 student got the package of 1.25cr but they were religious in there studies ,so it totally depends upon your hard work.
Average is a wrong criteria to judge placents. But anyways this year it has been very high owing to 7 google,mtv placements. These have bulked up the average package by around 4.5 lakhs. So the average package for coe should be 12-13 lpa considering this.

As one of my friends is currently pursuing this course from NSIT, I think I can relate to this question much better.
MPAE is not a new branch, it was introduced a few years back. Well, the course is much similar to that of mechanical engineering but not completely same.
Competition for tech. jobs in this branch is very high as mechanical students also sit for the same companies. Competition is very tough in non-technical companies too because all branches are allowed to sit in these companies. MPAE is a great branch with ample of opportunities for every hardworking student.
If you are aiming for GATE then this is not the right branch for you, since GATE is only eligible for those who are in core branches, and MPAE is not a core branch.
Since syllabus of MPAE is very interesting and research oriented most people opt for foreign universities.
Renowned automobile companies like Toyota, Maruti, Hero, Honda, Mahindra visit campus for placements.
Talking about the highest package offered to MPAE student was 40 LPA by Schlumberger in the year 2015.
And the average package is 8-10 LPA (Only a few percent of students placed from MPAE batch).
So you can expect a total of 50-60% students get placed in both tech/non-tech companies. The rest percent choose to go for higher studies or remains unemployed.

NSIT vs DTU.
This is the dilemma that almost every engineering aspirant in Delhi faces and it's not easily resolvable. I am not the right person to tell which college is better for CSE but I can tell you the major points of CSE departments in both the colleges.
DTU has a world class state of art auditorium, air conditioned classrooms, wifi enabled campus and an enviable canteen that serves lip smacking dishes at throw away prices. NSIT, on the other hand, has a tiny auditorium within the administrative building which cannot even accommodate 400 students.
Labs are not well maintained in DTU. Where NSIT has equipped with good and upgraded computers hardware.
The environment in NSIT is still largely inclined towards academics. Here, teachers do teach and students do study. I am not saying that the students do not study at DTU but in general, DTU is more focused on extra - curricular.
Now talking about the placements in both the colleges.
DTU has 100% placement and so has NSIT. Why surveys keep DTU ahead in placements is because 100% placements in 15 branches is definitely a bigger deal than 100% placement in just 6 branches that NSIT offers.
NSITians from CSE grabbed a whopping 1.4 crore package from Fb.
DTUite on other hand grabbed a 1.27 crore package from Google.
