Apply for MNIT-Jaipur.
NSIT and PEC are difficult for you to grab as you are from Rajasthan and belong to OBC category. Try for MNIT-Jaipur, you might get this college easily.

Do regular visit at www.jacdelhi.nic.in. You will get to know all the procedure.
Dates are still not confirmed, but counseling held every year in the month of July. So you can expect the application form to be out in June

Go and see the eligibility criteria on their website. There, you can find the minimum board percentage for admission. As you are saying it is given 75% for general, so it is also applicable for OBC too.
