No, not at all, you have to apply for JEE Main to take admission in prestigious NITs, and even you are not following the percentile score for 10 + 2.

IIIT-Ranchi is newly constructed college. As far as NIT-Agartala is concerned, it is one of the oldest NITs. The other factor you can consider, is if you haven't got branch of your choice, then you can go for Ranchi instead of studying halfheartedly for Civil, but overall NITA is much better option.

Your rank is too low to get NIT. You have to satisfy with any government college or private college in your state. Try to get government colleges for this you can wait for 2nd round of counselling, if you won't get in first round.

IIEST, Shibpur is better as it holds 17th rank in All India Engineering colleges by MHRD. From my personal experience NIT Andhra Pradesh is not a good opinion.

IITRAM Ahmedabad, from a pure academic standpoint. Placements are a bit low considering only 1 batch of mechanical students have graduated, but that is bound to improve overtime.
