As an ST student I think you got a good percentage or score in JEE Mains and you can get any good NIT easily through it plus you say you are looking for it through home state quota, so your chance of getting there is pretty good or you can try college predictor on the basis of your JEE Score to get a better idea.

As per my opinion, chemical engineering would be a better option. It's kind of a more generalized branch comparatively. Also, from job opportunities point of view, chemical engineering would open up more opportunities. Nevertheless, metallurgy branch is good at its own place. If you are from Kashmir, then Srinagar becomes home state NIT. Percentile required will be higher. But, then you have obtained a very good percentile.
