Electrical engineering is one of the most demanding branches in engineering. All the NITs are good enough and maintain good standard in education as well as other facility. The placements in NIT Rourkela are good. The companies come and accept the students with good packages. PSUs recruit with the highest packages. Renowned companies like Schneider electric recruit the students for the internship as well as pre-placement offer. The branch has an average package of about 5-6 lacs per annum.
Infrastructure: It has the second the largest campus area in India, and infrastructure is the beauty of this college. The institute has cricket ground, football ground, volleyball courts, an indoor hall for badminton, swimming pool, basketball courts, and court for lawn tennis are available for the students.
Faculty: The faculty members are highly qualified and knowledgeable with apt knowledge of the theoretical and practical application and have high experience. The students are impaired with apt knowledge of the subject and helping the students to get deep into the understanding. They inspire us a lot. My priority order would be:

Both are similar in comparison. Both these colleges fall under top NIT category. So we can't say like which one is better. Yeah from campus life and location point of view, NITK is better than any top NITs.

1 We don't have computer Science as a course in DA. The actual course is ICT- information and communication technology and I assume you are thinking the minor in CS to be computer Science. A minor is an addition to the main branch you are studying and you will have to take a couple of courses extra than general ICT students and in DA CS is Computational Science, not computer Science. Given the choices I would prefer DA because of the extended exposure it gives in various fields.
