You have a good percentile in CAT, and all your Academic was also great. You have a good chance to get into reputed MBA colleges. You can apply in IBS XLRI XISS IIM-Ranchi.

The basic fees would be 6,50,000 PA and might change depending on the subjects that add on. The criteria of selection would be 50% in graduation, should have taken CAT (2022) or XAT (2023) or ATMA (Feb 2023) or CMAT (2023) or GMAT (2020 onward

I will divide the answer in 2 parts, PGDM and MS:
MS cut offs are pretty high but at 96.93 you have a chance of admission AFTER the CAP rounds are over. Once the CAP rounds are over, all colleges come up with a list of vacant seats and Welingkar releases an advertisement in the leading newspapers inviting applications. You can apply then. Also there is a group on Facebook where all such MBA college details are shared which you should join. PGDM:
For PGDM, Welingkar has an exhaustive process which includes a psychometric test, GD and a PI. The scores of these determine your admission. I know of people with 98 percentile not getting through the PGDM but someone with 85 percentile getting through. It is all profile based. The applications close on 31st March for the PGDM so I recommend you apply fast. I would recommend you apply for the PGDM and accept admission if you are offered. Later around July-August, when the vacancy list comes out, you can internally apply and switch to MS based on your percentile. I know of people who have done that. Good luck and please don't hesitate to comment if you have any more questions.

Without any second thought I can say that ITM Business school Khargar is the best one out of the options asked in the question. It ranks higher, it has rich legacy, its alumni network is the strongest of them all, its selection criteria os the strictest of them all, its syllabi is most advanced out of them all and finally the placements which are the best of the lot. There is enough material on the internet available to compare them all, but I suggest you get in touch with any of their faculty members to get the first hand information on how they execute the programme delivery. One the biggest difference is : Almost all colleges organise the placement training programs of 1-2 months for the students in their third or fourth semester. ITM has turned this into a part of curriculum, the soft skills, interpersonal skills, communication skills, networking skills, cross functional skills, corporate ethics and values etc. These are inculcated into the lifestyle of the student by ITM as it starts from the day one in the school. The prolonged exposure to these skills not only enables the students to crack the interviews but go a long way into shaping their careers. Regards

Yes, Pursing Hybrid PGDM from Welingkar is a good option but only for working professionals. Otherwise full-time courses are the only good choice in India. And there are no placements provided for Hybrid PGDM by any institute in India.

Executive MBA has its own benefits where as consultancy management provides you limited options so it's your choice to what to choose.
