There is no specific cut-off as all the scores in total are considered which are your academic records, GDPI scores and your percentile. Based on this basis they select a candidate for PGDM.

Automobile engineering is a core area and MBA is generalized area. It depends on how you choose your career.
Anyways MBA will be valued only when you have exposure and experience. So have some experience in the area you want to specialize and start your MBA so that it will be additional qualification in all terms.
As you are showing your interest towards the MBA course, so I would like to say that, this is the Master's Degree course, this very professional and dynamic course. The main reason to opt this course is to just increase the salary potential as well as the post.

For acing the Group Discussion/PI that is conducted by the IIMs following strategies can be followed:
Reading the newspaper: What tests your ability to form an opinion and thus it is better to boost your knowledge about the current events of the world and analyze its impact. You can use the SPELT (Social, Political, Economic, Legal, Technical) framework for this. My suggestion would be to use a national daily like Hindu or Economic Times and start reading at least 8-10 articles on a regular basis.
Following Blogs: You can read blogs that are written by professors of IIMs, SPJIMR or any other institute of India from where you are sure that the content would be backed by facts and you would get a lot of insights.
Analyze you motivation of doing your MBA thoroughly and make sure that you are well versed with your academics and work experience.
Finally, take help from your friends and conduct mock interviews and mock GDs amongst yourselves. This would increase your confidence and you would be able to approach the process with much more confidence.

No, it's not accepted. Welingkar accepts scores of CAT, CMAT, XAT, ATMA, MAH CET and GMAT exams. These score have 50% weightage in their selection process. Your previous academic performance has 15% value and work experience has 5%. Remaining 30% of weightage is divided between the group discussion & personal interview. Thus you have a good chance if you score above 90% in exams like MAH CET or CMAT which are comparatively easier exams and perform well in the GD/PI process. This is applicable for the PGDM courses offered at Weschool. For MMS the admissions happen through MAH CET exam score and cap rounds. You will find most of the study material for CET and CMAT exam preparation online. There are many mock tests available online nowadays which are free of cost. Thus you can prepare for the same.

TAPM and Welingkar are equally good institutes. TAPMI is ranked better than Welingkar. ROI is better for Welingkar. TAPMI is more research-oriented among the two. Corporate exposure is good in TAPMI, as they have student exchange program too. Some of the important points while selecting an institute - Accreditation of the institute, institute's infrastructure, teaching faculty, specialization offered, past placements records., tuition fees, city preference, and industry interface. As Welingkar is having campuses in cities like Mumbai and Bengaluru, industry exposure is good for students in either of the college. If possible a visit to college is better option to get a reality check. Also, get in touch with college alumni's through the social network to get information about the latest changes if any.
