For B.E / B. Tech course , the cut-off mark required for a seat in P.S.G. College of Technology is pretty much on the higher side. Exact marks required for each department varies each year but Maalini Kumaran 's answer roughly gives you the range. As pointed out, the Category you belong to, is a deciding factor.
However , for M.Sc 5 year integrated courses , the admissions are not merely based on the cut-off marks scored in your 12th exams. The department usually conducts an interview to select the candidates. Though your 12th marks are given some weight-age (usually,less), importance is given to your understanding of concepts.
Personally I feel that the MSc courses are well- structured and the placements are also in par with the B.E/B.Tech students.

I got totally 174 marks in JEE and my percentile is 62, can I get IIT or NIT for obc category.

As you are saying that your percentile is 62. It is impossible for you to get a seat in NIT or IIT. You can try for private colleges.
