PIET is the good college in Haryana.
Faculty is very experienced (most of them are Ph.D. holders/some are GATE qualified).
Most importantly, all are very friendly in nature and are always ready to help you, study environment is very good there.

No, PIET is one of the good colleges and CSE is a top branch so it's tough to get the same.
