The course structure is almost same for both the branches. It differs only by one or two subjects. You can definitely get placed in the same companies in which the ECE students get placed. However, telecommunication engineering is mainly focused in communication so companies like Airtel, Wipro Communication and other core communication companies come for placements for telecommunication students.

There are different perspectives of calling a branch as the best branch. If you are talking about the placements, then I would say Computer Science, Information science which has the best placements among all the branches. Students have earned at package upto 64 Lacs P.A. ECE has also a decent placement statistics. However, if you are looking towards the quality education then I would say ECE and Mechanical Engineering. RVCE has got 'Centre of Excellence' in Nanotechnology by the government of India which is a part of Mechanical Engineering. There are only 40 colleges in India who have been awarded as 'Centre of Excellence', including IIT's and NIT's.
I would suggest you to choose a branch on the basis of your interest because engineering is a field which requires knowledge in order to grow in an industry.

RV being a good college. I think you should take chemical. If you are not interested then you can always go for a branch change after 1st year provided you have good CGPA.

Telecommunication Engineering is a good branch in RVCE. The placements of this branch comes at 4th position i.e. after CSE, ISE and ECE. The highest package from the branch, this year, was 14 LPA offered to 2 students. Communication giant such as Cisco, Airtel, Broadcom, etc come for placements for telecommunication students. Many IT companies like Deloitte, Origo, etc. hire telecommunication students at a package of 6-10 LPA. However, the faculty line up is not that good in telecommunication engineering branch. Apart from 2-3 professors, rest all are assistant professor or lecturers.
Summing up the answer, I would suggest you to go ahead choose this branch, but don't expect too much from the teachers.
