PGDBM is a PG course not a graduation. It is also surprising that you have been able to pursue PG despite having a graduation degree. Generally, the highest qualification is considered. However, if you still need graduation then you need to apply through distance. You are eligible for a distance programme of UG, but it will take you at least 3 years to complete the same.

Now you can pursue any graduation course but BA through distance or regular basis will be better for you and you can easily apply for this without any restriction.
