MAT is a national level exam. So, with MAT, you can take admission in PGDM only. The cut-off to get qualified for the interview is usually 85+ percentile. You have to crack the interview after that.

Because SIESCOMS believes in the overall personality while selecting students considering their past academic records, work experience, if any. For this year's admission 20 percent weightage will be given to the test score.

With that low score, unfortunately, it is impossible to get into a decent college anywhere in India. I suggest you reattempt CAT and/or other exams, and aim for a much higher score. Good luck!

As per the mentioned colleges, SIES will be a better option for further studies. As this college provides better academic and trims students as per today's needs so you can opt for this. Even Vasant Dadra is a good option after SIES.
