Yes, you can get into quiet without appearing for the JEE as there are 10% seats available for the management quota also. So, you can opt for that but the fees will be little bit higher in that.

By registering yourself in Haryana state counselling, you can apply for physical counselling, which is conducted by institution. So, check the date of physical counselling, and you can also check the cutoff of the last year.

In terms of academics, UIET-Kurukshetra is better than GJU. In terms of placement, both universities have not satisfactory results.
