If you want to do B.Tech parallel, then it is best, but you have to manage the things and the Institute that can give you this opportunity is Kurukshetra University inside this, there are many Institute that can provide the same what you want.

Distance learning programs are good while you are in jobs because of time constrains. But, if you are fresher or unemployed than in my opinion you have to go with the regular BSC-CS course, because there are so many of doubts and issues, which cannot be solved through the distance learning mode. Most important the required pace and motivation are another factors which cannot be attained by using the distance learning mode. Further you are also eligible for B.Tech lateral entry scheme of various engineering colleges, so you have to look this aspect also. Good Luck.
