Yes, you can apply for the B.Tech and I'll prefer you to take IT in your B.Tech as this will be very helpful in your near future and this will take 3 years as you have done Diploma so far forward and all the best for your studies.

Candidate must have passed 10+2 from a recognized board to get eligible for the course.

Yes, you can pursue distance/correspondence course of BA / B.Com of 3 years from here while doing your government job and then apply for CPO or IBPS after that.

You cannot do this because only polytechnic and Diploma holders can I take lateral entry in 2nd year of B.Tech.
