Admission is through Tamil Nadu Engineering Admissions (TNEA) counselling based on the marks obtained in 10+2.
The minimum eligibility to apply is 50% marks.
Mandatory subjects: Chemistry, Physics, Mathematics.
Backward Muslim category candidates must have 45% marks (40% for MBC/DNC/SCA) in mandatory subjects taken together.

If you are from Rajasthan, then you should proceed towards Sikar. To get into IITs, you need to appear for JEE Mains followed by JEE Advanced. If you qualify in these two entrance examination, you will have to appear for the counselling process, wherein you can choose the branch of IIT and the stream of engineering as per your choice.

No all those who have appeared for JEE Advanced will be not be given a seat as there will be more than 50,000 students while the number of seats will be around 5000-6000 only.
Your all India rank should be below 2000 to get a seat at a good IIT.
The admission into NITs is based on the ranks in JEE main and not JEE Advanced.
So if you have a good rank in JEE Mains like 10000, you can get admission in NITs.

Yes, IIT Delhi indeed has a programme of MBA which it offers to the students, but I am afraid there is no MBA in construction management here. Out of all the IIT's only 7 of them offer MBA. To get admission in top universities/colleges in India other than IITs and NITs, you need to crack the respective entrance exams like BITSAT, VITEEE, SRM JEE, MOUET, AEEE, etc.
These are some of the national level exams for which students aspire. If you have 90% or above in board exams, then some universities like LPU, Amity University, etc. admit students without entrance exams.
Some universities like SASTRA University takes admission based on board exam marks and also, with JEE Mains marks but it doesn't come under the counselling of JEE.
The admission in B.Des. courses at IIT Hyderabad are done through the ranks obtained in Undergraduate Common Entrance Examination for Design (UCEED). The UCEED is conducted once in an year (Generally in the month of January). The eligibility criteria of UCEED is given below.

2) Cracked JEE Mains and Advanced exam.
