On Tuesday, June 26, 2018, the Department of Immigration, Refugees and Citizenship Canada (IRCC) changed the Canadian permanent residence invitation response deadline to 60 days (calendar days). Previously, the response time period was 90 days. This still applies to candidates whose invites were sent before June 26, 2018. On the other hand, the candidates whose invites were sent post June 26, 2018 need to respond with their complete application to IRCC within 60 days.

IRCC published a report on December 2017 stating that 41% of the Express Entry pool candidates, post receiving their ITA (Invitation to Apply) after November 2016, responded with their complete application in 61-90 days. The percentage of candidates who applied within 1-60 days was recorded as 51%.

Before the November 2016, ITA came out, when the deadline for submission was 60 days, 90% of the ITA recipients applied within 60-days. Then in November 2016, the deadline was increased to 90 days owing to concerns by candidates as they felt that 60 days were not enough to fulfill the procedure of application. Then recent reinforcement of the 60-days deadline ensures the importance of arranging required documents in advance so that when the ITA arrives, the submission is smooth and quick.

However, the processing standard of six-months remains constant that begins post assessment of the complete application which is then forwarded to IRCC’s Global Case Management System.

Procedure after getting ITA for those who received it after June 26, 2018

Those who have received their ITA after June 26, 2018, are required to complete the following procedure within 60 days:








  • To respond, complete all documentation such as attaching supporting documents along with completing the application for permanent residence through their account and submit them.
  • If the candidate does not have all the required documentation or feels that the duration is too short to complete the application, or a change in their CRS makes them ineligible for the invitation, can decline the ITA. As a result, the profile will still stay active for upcoming pool draws provided that they meet the eligibility prerequisites.

Those who fail to respond within 60 days with complete documentation or decline it, the ITA will expire and the profile of the candidate will be removed from Express Entry pool. A new profile submission to IRCC would be required to re-enter the pool that will be re-assessed for eligibility.
