As you are a beginner I would suggest you to go for 2D. Start by learning Basic software like Adobe Photoshop & Flash. Photoshop isn't an animation software though, but it does come in use while making textures in 3D software.

Even if you are not too good with sketching, do not let that get you down. You can work on your drawing/sketching skills, and develop them over time. Moreover, this is not the only skill required to be successful in this field. The basic requirement is that you must have excellent creative and artistic abilities. Need to have a creative bent of mind. The basic eligibility for getting into animation course would be the following:-
1. The eligibility for a course in animation is a 10+2 degree, but the actual criterion for admission is creativity.
2. You need to take test in drawing, clay modelling, and visualization. Regards.

Hello,
Not specifically to the institute you mentioned, but the typical fee structure for a 3D animation course costs you around 2 - 4 LAC.
Fee is completely depended upon course duration and the softwares you learn.
As you mentioned about middle class family, that's not a problem if you are passionate and creative. you may learn individual software via online, YouTube tutorials, or from any individual professional. That will costs you very less. certificate does not matter for graphic /animation jobs in India.
Be positive, work hard, be creative.
Thank you!

Visual effects have more to do with images or a series of images that are manipulated in a way that unnatural occurrences look realistic. Animation, on the other hand, is involved with the creation of an object in 3-dimensional space that may, later on, be incorporated as a series of images for visual effects.
