SPL shall be issued for you to start and finish your flying as a cadet.
They will train you with ground classes for all such examinations.
SPL is issued by flying school and PPL is issued by DGCA.
Since you will be aiming for CPL than there's no need of wasting money in getting a PPL issued.

Applicants who are successful at phase I will proceed on to phase II.
2. SELECTION PHASE II CAE AIRCREW SELECTION SYSTEM (CASS)

What kind of pilot do you want to be? If you want to fly commercial flights initially then you need to take CPL to just learn and understand flying and for the joy you may take PPL.

It depends on your performance in training. Now, there are ample of opportunities in aviation including for Pilots, cabin crew, air hostess and ground staff.
