Educational qualification does not play any role in pursuing a career in acting. You just need to have the right skill-set to be an actor. Some tips for becoming a successful actor:
1. Get the right training: Although acting is a natural skill but it is important to brush up your skills in terms of diction, clarity of voice, voice modulations, emotions etc. An acting course from an acting school like Anupam Kher's Acting Academy, IIFT, AAFT, etc. would help you to polish your skills. You can also pursue theaters for the same.
2. Get your portfolio done: A portfolio is a must to look for roles in Serials, Movies etc. It is one main thing that you need to possess and that will speak for you while you are not physically present with the director.
3. Start building your contacts in the industry by networking through creating and updating of your profile/ page on a regular basis on social sites (Facebook, Twitter, Linkedin, etc.), emailing your profile, monologues, your website, and showreel.
4. Register yourself with at least 3 to 4 good coordinators.

To become an actor one needs to possess the following characteristics:
1. Competence to take fictional roles
2. Truthfulness in learning the role play
3. Flawless diction and multiple language skills
4. Experience and the best possible in theatre
5. Formal training in acting if possible
6. Knowledge of film making and direction nuances
Along with the above basic requirements to become an actor in films and for the acts of theatre as well, I can suggest that an actor needs to perform the role of others so, the actor needs to have a keen observation as well as adaptability skills which come to action within a fraction of a second.
Presence of mind along with the determination to perform the task of getting into the flesh of others should be done with through practice by the actor.
Aristotle gave the following elements of drama which are the lifeblood of acting:
Plot, character, diction, thought, music and spectacle.
The fulfilment of these has to be done with the above-mentioned qualities.
I shall mention that an actor needs to be physically good looking because the acting needs to be good.

Higher studies are for those who have time and want to excel in the academics of a particular subject.
If acting and modelling students delay the starting of work in the professional world, they will be late.

Acting and anchoring can lead to a good profile in the government sector. We have seen that there are so many awareness programmes of the government where millions of people are engaged to spread a word about the policies as well as general well-being awareness. Theatre, till date is the best method and tool to do so. Hence, acting is in demand as a skill.
The government is finding it tough to reach the world without skilled professionals who make the best of communication. The hiring is not just restricted to the offering by the Information and Public Relation Department. A course as said in the question must be one that fulfils the hiring criteria.
