Film making is also a part of Mass Communication. So obviously it will help you to develop your skills but up to a certain extent. The basics will be pretty clear to you.
But about acting it will actually not going to be much helpful.

Both fashion designing and acting are very diverse courses. You need to decide first about which course do you want to pursue. Here I am providing 2 links out of which one contains a list of acting colleges and one contains a list of fashion designing colleges.

It is advisible to pursue a course in acting after class 12th only. You may go for a Diploma in acting after class 10th but Acting is a risky industry. You can try your luck very hard to get into it but your education must be rest assured. I'd advice you to go for a Bachelors in mass communication or Bachelors in acting after 12th to get into it.

Usually, every acting school has at least some kind of entrance test in terms of interview or audition. It's also applicable for this institution too.
