Different colleges have different requirements but most importantly any good or top ranked college will prefer highly academic students, so you need a good percentile. Secondly, you must take IELTS or TOEFL. To study in US, you must additionally take the SAT or ACT. Good bands in these tests and strong extracurricular activities are also required. Admission process is online and very simple. You can begin by checking university websites, get familiarized with the different requirements, fees, etc. and prepare accordingly.

From what you have said, this course does not appear to be of engineering Graduation. But it's a course about aircraft maintenance leading to graduation and most importantly, enabling the student to obtain license from DGCA.Even if college is not giving scholarships, you can get education loan.

You will get admission in IIT, Chennai only after clearing JEE Mains first and then JEE Advanced. You must of course secure 75% or more in your 12th exam.

At an undergraduate level, you need to have a good academic record and also, finance to sustain abroad for three years. At PG level too, academics plays an important role but finance takes a little back seat.
However, there are many nuances and hence it's best to approach an agency dealing with sending students abroad.
