You won't easily find a Diploma course in engineering disciplines and if you have completed your Bachelor's, you must do PG Diploma, you may find technician courses. However, see here for available options:

Aeronautical engineering is a study about the design and systems of an aircraft. It involves practical and theoretical understanding of materials, assembling parts, testing and maintenance of aircrafts. Professional engineers working in this domain have to be licensed aeronautical engineers.

Yes you can but you have to take admission as a new student. Like you have to pay the fees and all the processes will be again. But you will get the admission in management quota in 2nd category.

If aerospace is what excites you I would recommend you take up neither. IIST is the right place for you as it paves a way for you to go to ISRO.
Regardless, if you still wish to go to one of the IITs, IIT Madaras is a lot better place for you to take up aerospace engineering, only because of the advanced laboratories and the spectacular reputation of the faculty members at IIT Chennai.
Again, take up aerospace engineering only if you are really interested in the field, as there are not many core companies to recruit undergraduates in aerospace, and if that happens, you'll probably end up in any IT company like TCS, which will be a comp

Before answering about the placements let me make this clear that Hindustan Aviation Academy has stopped the B.Tech in aerospace course for a while but there is still a course which is one of the prestigious course in the aviation field and that one is Aircraft Maintenance Engineering (AME). According to surveys, it has been found that AME's are the highest paid engineers in India where the salary package varies form 5L - 25L per annum (varies with the experience). Aeronautical engineering is a niche branch of engineering with limited job and career growth opportunities. Most the jobs are in Government or Public Sector Units. CSE graduate from IITs have maximum demand in markets. If you have similar interests in CSE and Aeronautical Engineering, then it is recommended that you may prefer CSE from IIT Bombay over Aeronautical Engineering from IIT Chennai.

For taking admissions in UPES B.Tech programmes, you have to appear for its entrance exam.
The cutoff is dynamic each year. It is usually declared after the JEE cutoff.
