I sincerely suggest you to go to career counsellor and seek guidance. Why obsession with engineering? There are many opportunities in commerce or humanities.

Majority of colleges do accept lateral entry but restrict it to students of their state only. I suggest you check with website of concerned department to get more information.

It's a newly opened university and perhaps because of this it accepts students who have cleared any CET in India. You can check further information from website of university.

Normally, it is seen that marks obtained by OBC students is quite good. Hence, I feel you need to get 80+ percentile in JEE advanced to get branch of your choice. 11th mark-sheet is not required.

You have scored quite well in your graduation. As per me, your Chances are quite bright. However, universities abroad are always looking for consistency. So, your marks in 10th/ 12th will also be reckoned.

Best college for Aeronautical Engineering is without doubt, IISc Bangalore. Then comes the number of IITs and the NITs and then other institutions.

It looks like that it was actually a course by IGNOU. Now, it is on hold and they do not have any faculty. Pl go through link for all required information:
