General B.Sc degree is one of the most recognized degrees. It is suggested to get into M.Sc after B.Sc.

Do M.Sc in agriculture first. after that you will get a lot of government jobs.

Please check universities in The Netherlands, Germany, Spain, Canada, China, etc. These countries are good for agricultural studies and options should be available for your budget though not many.
