Government clearly mentioned it needs ICAR. Though non ICAR students may get private jobs but it's better to do agriculture in ICAR approved college.
And for msc non ICAR students we're not allowed to write state exams(AP, TS).The same case with some other universities too.
I have seen some seniors who were rejected in getting admission into a state agriculture Universitys for masters even after getting good rank.
When enquired the management stated that you have completed your graduation from a non -ICAR college.your were not eligible for this.
Tough you can write JRF-ICAR All Indiaexam but the no of seats will be less and competition wil

BHU is a central university and is funded by government of India. For regular seats, it charges only a fraction of total cost incurred, but apart from that, some additional seats in each programme are provised for students, who are willing to take the course but could not on the basis of their rank (or could not get the combination they wanted) on payment of the full fees of the course. Number of these seats is very less (less than 10 in most cases). Considering the large number of applicants ready to pay extra, admission to these seats is also based on the merit amongst the candidates who have applied for paid seats.

LLB Eligibility: Aspiring candidates should have scored a minimum pass percentage either at the 12th level or graduation level. The percentages are 45% marks for General category, 42% for OBC and 40% for SC/ST categories.

M.Sc. Agriculture: Eligibility. The candidate should have a Bachelor's degree in Agriculture or Horticulture or Forestry from a recognised university in India. The candidate must also have passed the degree with minimum 50% marks.
