Yes, you can apply for UPCATET after completing your 12th from the NIOS Board. The eligibility criterion to apply for the UPCATET exam involves completing 12th from a recognised board, even if NIOS is for open education, the board is a recognised entity. This enterance exam is conducted once per year to provide UG and PG admissions in Agriculture Disciplines. To apply for the UPCATET exam a candidate must hold a Domicile of the UP state, considering that you already have this, you can easily apply for the exam. The application forms for the exam were out on March 17, 2024, and you can fill them out till May 7, 2024.
