Key points related to State Bar Council Enrolment are:
It is mandatory for candidates to get enrolled with a state bar council for filling the AIBE application form
3-year and 5-year LL.B. Graduates can get enrolled with state bar councils
Some state bar councils conduct an online enrollment process, while in some states the candidate needs to visit the bar council office in person and collect the enrollment form. In case the candidate has passed the 3-year or 5-year LL.B. Programme before 2009-2010, they are not required to qualify the AIBE exam to practice in a court of law. You can apply to take the All India Bar Examination only after you have enrolled as an advocate with a State Bar Council. This condition is applicable only to students graduating from the academic year 2009-10 onward who need to clear the All India Bar Examination and get a Certificate of practice in order to practice law in India. If you have graduated prior to the academic year 2009-10, but have not enrolled with a State Bar Council, you only need to enroll with a State Bar Council to practice law in India. No it is bad it must be an open book format. Basically it wrong to have exams for practices. Is there is any exams for getting practice Certificate for doctors, engineers, architects. So it must be discontinue.

No this is not compulsory that after registration with state bar council you have to appear in AIBE exam with in two years. As per BCI letter no. BCI: D: 564 dated 31.01.2017, Advocate who has graduated after 1St July 2010 can appear in AIBE exam as many times as it requires him to pass such exam irrespective of the fact that he has been enrolled for more than two years as an Advocate on state bar council roll. The concerned Advocate is only barred for practicing as an Advocate. If even after two years of being enrolled as an Advocate on a state bar council roll, he is unable to clear or pass the AIBE exam.

The objective of The All India Bar Examination AIBE is to examine an advocate's capability to practice the profession of law in India. The AIBE will assess skills at a basic level, and is intended to set a minimum benchmark for admission to the practice of law; it addresses a candidates analytical abilities and understanding basic knowledge of law. The AIBE-XV exam has been scheduled to be held on 24th Jan 2021 in various cities across India.
While the registration process of AIBE-XVI has already been started from the 26th Dec 2020 and the exam will be held on 21st March 2021.
